Plenitudo potestatis. The Paradox of the Exception
The author reflects upon the situation of the state of exception as a way of exercising power by authorities in democratic states. The extraordinary means have become the inseparable tools of governance and arranging the state of exception has come to be one of the fundamental political instruments in the western countries. The permanent state of crisis allowing to suspend the constitutional order raises the question of the paradoxical closeness of the democratic and absolutistic or even totalitarian means of governance.
